Overview

Cattleman’s Square, the historic neighborhood West of downtown San Antonio, is entering a moment of transformation. Led by San Antonio Housing Trust, Project DC is an effort to create a shared, community-driven vision for a district that is safe, welcoming, and vibrant for all. Several parallel processes will work together at different scales to honor the neighborhood’s history, support residents and unhoused neighbors, and guide equitable development for the future.

Three Parallel Efforts, One Shared Vision

Cattleman’s Square is undergoing a community-centered transformation to ensure its future is rooted in equity, cultural vitality, and the well-being of all who live, work, and visit the district. Project DC, the Homeless Response Action Plan, and Street Outreach are moving forward together as coordinated planning and support efforts. While each focuses on different timelines and needs, they collectively build a foundation for immediate care, medium-term system improvements, and long-term neighborhood reinvestment.

Below is an overview of the short-, medium-, and long-term components of this holistic process.

Street Outreach

SHORT TERM: Street Outreach
Before any re-development efforts begin, it is essential to support folks experiencing homelessness in Cattleman’s Square today. Starting in August 2025, Corazon Ministries has deployed two dedicated street outreach workers in Cattleman’s Square providing individuals with varied support including hygiene kits and food, ID recovery, and connection to services like substance abuse treatment and housing placements.

Homeless Response Action Plan

MEDIUM TERM: Homeless Response Action Plan
To ensure the successful future of the neighborhood, we must improve coordination and care for people who are unsheltered in and around Cattleman’s Square. Led by 8th & Home the Homeless Response Action Plan will convene service providers, frontline staff, individuals with lived experience and neighbors to develop comprehensive strategies to address homelessness in Cattleman’s Square.

Community Vision + Master Plan

LONG TERM: Community Vision + Master Plan

The community vision and master plan will explore investments in housing, open space, mobility and economic opportunity for all, while honoring the area’s cultural and architectural history. Led by Urban Alchemy Collective, the plan will identify priorities, propose design concepts and explore implementation strategies that areco-created with residents, businesses and community partners.
